Rider's Leg Length Must be Geater than the Bike's Stand-over Height Adequate STAND-OVER CLEARANCE is the most important part of a proper bicycle fit. You want at least 1-inch of clearance between you and the top-tube as you stand flat-footed over the bike (without sitting on the seat). This means that the rider's leg length MUST BE GREATER than the stand-over height by at least one inch. In many cases the stand-over clearance will be more than one inch. For example, many aggressive mountain bike riders prefer to have 4-5 inches of stand-over clearance. This will mean that the bike may be slightly smaller (length and height-wise) than is normally recommended. However, for most riders, a stand-over clearance of 1-3 inches is ideal.
How to measure your leg length: In socks, stand straight with your back and heels against a wall, feet about 6 inches apart. Hold a coffee table book or carpenter's square between your legs with one edge against the wall to keep the edge in your crotch exactly level. Raise the book until it stops against the pubic bone in your crotch. Measure from the floor to the top edge making sure the book's other edge is still flat against the wall. NOTE: Inner leg length is NOT the same as pant inseam length!
